Patricia McGovern, a California-Certified Professional Engineer with over 20 years of experience (California Professional Engineer C62859), founded MME in September 2003. Prior to founding MME, Ms. McGovern worked as an Associate (i.e. Jr. Partner) at Carollo Engineers where she led several large wastewater planning and asset management projects. Ms. McGovern also worked for the Narragansett Bay Commission in Providence, Rhode Island where she helped direct the regulatory compliance and source control programs.

Steve McDonald, PE, MBA, LEED AP
Sr. Project Manager/Planning & Regulatory
Mr. McDonald is recognized in the water industry for his innovative contributions to the practice of integrated water utility planning, optimization, and regulatory compliance. These include sustainable and integrated water, wastewater, recycled water, and stormwater systems. He is an expert in sustainable green practices, including stormwater mining and low impact development. He is the creative director of numerous integrated engineering and financial software applications for planning and optimizing O&M and CIP programs. Mr. McDonald has managed and directed major master/facilities planning efforts for some of the largest cities and municipalities in the Western U.S. He has master-planned over $15 billion in wastewater facilities in the last 15 years, involving more than half the population of California and Nevada. These include wastewater master plans for the City and County of San Francisco; San José/Santa Clara serving Silicon Valley; the County of Sacramento; the City of Fresno; the Cities of Reno, Sparks and Washoe County, NV; Orange County Sanitation Districts; and others.

Ms. Petsche has experience in hands-on planning, design, and development of innovative water and wastewater disinfection systems, THM water treatment systems, and stormwater management systems. Ms. Petsche has worked on variety of projects in the water industry, ranging from on-site sodium hypochlorite disinfection system design to green house gas emissions estimates for wastewater treatment plants. She holds a Master’s of Science in Environmental Engineering from Stanford University.
Financial Analyst/Water Quality Specialist
Mr. Pujol is a civil and environmental engineer and economist, with experience in integrated engineering and financial models. He has a particular expertise in product development, water quality testing and consumer water treatment products. He also specializes in: economic assessments and business strategy; public relations strategy; and marketing. Mr. Pujol studied at Boston University, where he received a BS in Economics. He studied environmental engineering and water quality at the University of California, Berkeley, where he holds a Master’s of Science in Civil and Environmental Engineering.
Sr. Construction Manager/Field Materials Testing
Mr. Bertolucci has over thirty nine years of experience in the field of geotechnical exploration, lab testing as well as construction material inspection and testing as an engineering technician. He has extensive experience on a wide range of private and public works projects as a construction inspector, for which he provides field exploration, laboratory testing services in addition to field construction inspection, material testing and project management. He has created industry relationships with leading construction material QA/QC providers, engineering professionals and public works agencies.
Mr. Layne is experienced in automation and controls using the latest in remote wireless sensors and real-time optimization. Formerly he was engaged by Itron, inc. (Oakland) a technology and energy services company. His recent experience with MME includes project engineer for the planning and design of a wireless real-time optimization system for the RAS pumping and solids retention time (SRT) system for the 53 mgd Honouliuli Wastewater Treatment Plant in Oahu, HI. He is also the project engineer for the concept planning report of a microgrid system for a private client using advanced energy storage, load control, and state-of-the-art analytics.
Elizabeth BINKLEY, P.E.
Ms. Binkley is a project engineer with over twenty-three years of experience in the water industry. She has a wealth of experience with various public works projects, specifically in the design of water system upgrades. Her project experience includes modeling of drinking water supply distribution systems, design for replacement and upgrades to facilities, feasibility studies, and project management and construction supervision. Ms. Binkley is a practicing Professional Engineer with a Master’s from University of California at Berkeley in Environmental Engineering, with an emphasis on water quality.
Mr. Bourke is an environmental scientist with three decades of design and field experience managing coastal and civil engineers, chemists, physicists, and planners to mitigate the impacts of civil structures on the water environment. This includes environmental and local limits assessments for the City & County of Honolulu’s Sand Island WWTP 3-mile ocean outfall. Mr. Bourke’s expertise lies at the juncture of ecology and engineering, understanding the structure, functions and services provided by the ecosystems impacted as a result of human activities, and how to minimize and mitigate for these losses through the restoration of near-by ecosystems.
Mr. Stuetzel received his degree in Civil Engineering at California State Polytechnic University, Pomona. Since then, Mr. Stuetzel has been working on the San Francisco Public Utilities Commission Headworks Facility, where he was responsible for design of walls, slabs, columns and roofs using concrete design requirements, as well as steel design for columns and beams. In addition, Mr. Stuetzel has reviewed structural calculations for mechanical equipment to ensure compliance with strength and code requirements.
Vinod Badani, PE
Civil/ Structural Engineer
Mr. Badani has more than 40 years of extensive experience as a civil/structural project engineer as well as project manager design experience, including wastewater and water treatment plants, water reclamation and reuse facilities, water storage tanks and reservoirs, pipelines, fossil fuel power plants, manufacturing plants, and office buildings for both industrial and municipal clients across the United States. His experience includes program and project management, planning, and civil/structural design. He has prepared feasibility studies and master plans and has performed preliminary and final design engineering. He has provided design services during construction, construction management, and overall program and project management.
Sr. Environmental/Construction Support/Cost Estimating
Mr. Ewing has over 39 years of engineering construction experience with particular emphasis on the planning and construction of water and wastewater treatment plants and pumping facilities, water storage facilities, stormwater pumping plants, hydroelectric projects and other water resource/recovery projects in California. Mr. Ewing has a comprehensive understanding of various contract delivery methods, risk management, scheduling, cost estimating, quality control, safety and conflict resolution.
LOREN WEINBRENNER, PE
Sr. Project Civil/Environmental Design Engineer
Mr. Weinbrenner has more than 40 years of experience in the condition assessment of pipelines and in the conceptual planning, design, and preparation of specifications and cost estimates for a broad range of projects including transmission pipelines, water treatment, pump stations, and civil/site work. His expertise includes project and construction management and project management. He has been responsible for a wide range of water and gas projects with emphasis on pump station and pipeline design.
Senior CADD Designer
Mr. Davis is a Senior CADD Designer with broad experience in producing engineering drawings for wastewater treatment facilities for pumping, conveyance, treatment, reclamation, and disposal facilities. His experience also includes generating a wide variety of graphics including those for environmental studies and hazardous waste projects, including developing color or mono figures such as contour maps, location maps, well logs, project schedules, and proposals. Experience with AutoCAD 2002, and AutoCAD Land Development Desktop software.
