PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS
This project included performing an asset condition assessment and developing an Asset Management Plan for a large wastewater treatment plant for the City of Sunnyvale, CA. The asset inventory included a field assessment of the condition of all major assets. This included a Phase 2 condition assessment requiring field testing and measurement of the integrity of major concrete structures. The Asset Management Plan identified the City’s assets that were not meeting the prescribed level-of-service goals and established a phased prioritization plan for repairs and replacements to decrease the costs and risks associated with plant operation.

Development of an asset management implementation plan, capital improvement plan (CIP), and financials for the Central Contra Costa Sanitary District, CA.
Development of a condition assessment and asset prioritization and implementation plan for water and wastewater facilities for the City of Boynton Beach Utilities Department.
Development of an asset condition baseline assessment for the City of Stockton and OMI/Thames Water.
Development of a Low Impact Development (LID) Life Cycle Cost Benefit model that determines the costs and benefits of stormwater measures to both the customer and for the SFPUC.
Provided a comprehensive water and sewer financial analysis for the SFPUC to set water and wastewater rates, including both the basis for separation of sanitary and stormwater charges and public outreach support as rates were set to increase.
The Town of Davie, FL desired a phased Asset Prioritization Plan for their major water and wastewater treatment facilities as part of the development of a long-term Master Plan. MME developed the field condition assessments, criticality analyses, estimated capital and O&M costs, and dynamic Prioritization Plans for repair and replacement projects to maintain system reliability over a 20-yr period. Facilities evaluated included two water treatment plants, two tertiary wastewater treatment plants, and five master wastewater pump stations for the Town of Davie, FL.
MME principal Steve McDonald led the development of a wastewater rate study that addressed innovative methods and approaches for allocating costs to the various user groups, and that assessed alternative rate structures for the Orange County Sanitation District, CA. This included monthly stakeholder workshops with a Rate Advisory Committee (RAC), and senior OCSD staff and Board members. The RAC members were composed of stakeholders representing the residential, commercial, and industrial user groups.
